Would Randall have been the same person if his birthday had fallen on the second day, he didn’t know he could skip the event, and he had reset himself?

No I think Randall was a pretty rigid character to begin with and would have been the same regardless of the circumstances.

Randall didn’t think he was like everyone else. He was special unto himself and the world. He needed to lead the world onto his righteous pathways. He alone was right; all Resetters wrong. Then again he did “accidentally” murder his wife. “Do and I say; not as I do.”

I think Randall would have been the same person in those instances. However, if his (rather than his wife’s) birthday had been on the day of the original Reset, I suspect his reaction would have been very different.

I think he would have spun it to be God’s will that he had more work to do and it was devine intervention. His ego would have justified either outcome.

Unfortunately there are too many Randall’s in the world. He would have remained the same beardless of his age or resets.
