I don’t think Morgan’s intent was to antagonize, but perhaps she did want to determine the just how serious Rhinelander was about hodags. She soon found out based on Cordelia’s reaction. The “hodag tourism cult” that confronted Morgan was full of creepy people who all might have been involved in a murder.

I don’t think she intended to antagonize Cordelia, but I do think she came in with a predetermined view. If there is one thing small towns in particular do not like, it is to be belittled and to be perceived as a joke.

The interaction certainly raised my questions about Cordelia, so maybe that is why the author set it up.

Yes, Morgan did intentionally antagonize Cordelia. Morgan wanted to see if she could shake this person’s resolve that would lead to getting more information. Morgan was hoping Cordelia, flustered, would tell more than she intended.
